Layout
The flag is 2:3, two units tall for every three wide, split into three equal
horizontal bands. The four hearts are centered vertically in the middle band, with
an outer margin at each end and an inner margin between neighboring hearts. These
add up exactly to the width of the flag:

Start with a bounding box wide and
tall.

Fit a circle of radius into the top-left
corner, touching the top and left sides of the box.

Draw a Bézier curve from where the circle touches the left side of the box to the
center of the bottom edge. Only the end at the circle gets a control point, placed
on the left side of the box at , measured
down from the top of the box. The end at the bottom of the bounding box has no
control point.

Repeat on the right side, mirrored: a circle in the top-right corner and a curve
down to the same bottom point. The two circles overlap, and the point where they
cross forms the dip between the lobes.

The heart's outline is the outer arc of each circle, from where it touches the side
of the box up over the top to where the circles cross, then the two curves down to
the bottom point.
